Unpaid carers may be recorded as such on NHS or social care records, and may or may not receive Carer's Allowance.
There's considerable evidence that many people who meet the legal definition of an unpaid carer don't think of themselves as such.
Young carers are often not recorded as such, or may be recorded on systems which aren't part of the current data sharing ecosystem. This is compounded by a good deal of complexity in terms of different statutory bases for young carers.
