The Grenfell Tower Inquiry - the ultimate PFD report?

297 people were in Grenfell Tower when fire broke out at 00:54 on 14 June 2017, including

  • 67 children

  • 27 visitors (all adult)

  • 28 adult residents with mobility impairment

  • 7 adult residents with cognitive impairments

  • 1 adult resident with sensory impairment

  • 1 high-risk adult (hoarder)

At 06:03 on 14 June – 6 hours, 9 minutes after the fire broke out – the Equalities Officer from the Tenant Management Organisation (TMO) emailed the London Fire Brigade (LFB) a list of 10 residents with disabilities or impairments.  He had pulled the list together from three databases, based on his personal knowledge of where the information might be stored.


Another 10 residents had notes on their tenancy records about disabilities or impairments, but these had not been included in any of the databases. Even with these 10 included, the records fell far short of the number of residents with disabilities or impairments as shown above.

The TMO had failed to prepare Personal Emergency Evacuation Plans (PEEPs) for any of these 20, or indeed any other residents of Grenfell.


LFB had previously requested that the TMO install a firebox in the entrance lobby to Grenfell Tower, containing floor plans and the locations of disabled residents.  The TMO told them they had done this, but they hadn’t.

“The lowest level of Grenfell Tower where a fatality originated from was level 11… The mortality rate for all persons (including residents and visitors) from level 11-23 was 39%. When only considering adult residents with sensory, mobility or cognitive impairments from levels 11-23 the mortality rate was significantly higher at 57%.”
