6.13 Local authorities must undertake an assessment for any adult with an appearance of need for care and support, regardless of whether or not the local authority thinks the individual has eligible needs or of their financial situation.
6.28 Local authorities must ensure that any adult with an appearance of care and support needs, and any carer with an appearance of need for support, receives a proportionate assessment which identifies their level of needs.

When it appears that you may need some care or support, the law (Care Act 2014) says that you are entitled to have an assessment. No-one should decide whether you need care and support before an assessment has taken place, and if you appear to need help, then you should have your needs assessed.
